The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. EOHHS is seeking to hire a Director of Project Management Office (PMO) to join the EOHHS Technology Office and lead the strategic oversight and governance of Enterprise-wide IT solutions across the Secretariat. The PMO Director will be responsible for providing project management direction, guidance on process and controls standards, and state-of-the-art technical testing solutions and services that meet the Executive Office of Technology Services and Security (EOTSS) guidelines. The success of this role is to create the framework for a Project Management Office and implement a fully staffed PMO, while able to successfully develop and foster key relationships with internal and external partners. The PMO Director will leverage existing operating methodologies, processes, and tools to ensure consistency across the departments and aligning PMO standards with enterprise standards. The incumbent will also collaborate with business stakeholders, application development teams, and Assistant CIOs (ACIOs) from multiple EOHHS agencies in this role.

The primary work location for this role will be at 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Responsibilities:

  • Consult with leadership across EOHHS Secretariat to develop and maintain a compliance focused process that is aligned with business strategy and objectives. Liaise with business owners on project options that impact decision-making.
    • Analyze industry direction and standards, understand long term business vision, and needs, and develop strategic technical testing solutions and services.
      • Understand the context of the environment in which PMO strategy is developed and take necessary actions to maintain the strategy as the internal and external environments change.
      • Consult with applications teams, architects (infrastructure, integration, security), and strategic partners to create a governance structure that accommodates business needs.
      • Provide guidance to and lead the Project Management and Technical Testing teams on tactical and strategic improvements to enhance PMO functions and performance. Liaise with Secretariat-level application groups and assist in proper use of shared testing services.
      • Collaborate with ACIOs in the governance process for architecture and methodology standards. Ensure that state, federal, and project level technology and development standards and guidelines are maintained.
      • Ensure the selection, development, implementation, and use of Information Technology within the enterprise is in alignment with the defined policies, standards, and guidelines.
      • Review and approve vendor deliverables. Provide leadership and mentoring of team members.
      • Build and lead positive relationships with ACIOs and technical leads for individual applications.
      • Develop, implement, and govern program management processes, dashboards, templates, policies, metrics, and tools to mature project management standards across the organization.
      • Review existing/new project proposals for possible consolidation of services/governance using enterprise-wide software.
      • Manage portfolio, program, and projects improvement activities to ensure they deliver value to the organization and facilitate timely and complete sharing of information across the organization to inform key decisions.
      • Provide executive leaders with the information needed to assess and decide which proposals have the highest potential value, impact, and strategic alignment. Create concise, informative, and meaningful management reports to highlight project issues and progress
      • Assist multiple projects and projects managers with complex funding and sourcing needs to ensure end results meet the requirements of all impacted organizations (CMS Planning, Capital Planning, Cloud Costs).
      • Onboard newly hired staff to existing or new PMO projects.
      • Transition through proper knowledge transfer and change management, with an eye towards continuous process improvement.
      • Preferred Knowledge, Skills, and Abilities:
        • Ten (10) to twelve (12) years of IT related experience specifically in healthcare project management and application governance in a large technology enterprise environment
        • Eight (8) years of IT Program and Project Management experience with capability of managing complex, cross-functional IT projects working in a complex IT organization with matrix reporting . Experience working in Project Portfolio Management environment is a plus.
        • Three (3) years of supervisory experience with the ability to in managing a team of 8-10 individual contributors.
        • Demonstrable project management expertise regarding the System Development Life Cycle (SDLC) and various project management methodologies (Agile and Waterfall) for implementation
        • Good understanding of modern enterprise architecture
        • Ability to translate business strategies and project portfolios into short and long-term plans, detailed requirements, and models
        • Strong understanding of risk management, disaster recovery, business continuity, and IT regulatory compliance
        • Ability to comprehend and leverage the functions and capabilities of new technologies
        • Ability to create estimations of time and resource requirements for different activities and determine which activities can be completed in parallel and in sequence.
          • Methodical and able to follow documented procedures and instructions.
          • Ability to keep meticulous and consistent documentation of processes and solutions.
          • Awareness of APIs, UIs, cloud architecture, data architecture, security, and new technologies.
          • Proven knowledge of the agile development process and DevOps practices. Strong multitasking and time management skills with the ability to prioritize effectively and efficiently.
          • Excellent problem-solving and analytical skills, with the ability to independently analyze reported issues, document, and recommend solutions.
          • Ability to collaboratively work with technical and non-technical staff, as well as upper management.
          • Excellent communication and writing skills with the ability to clearly communicate technical concepts to both technical and non-technical audiences across all levels of an organization Education and Certifications:
            • Bachelor's Degree in Computer Science, Information Technology, Business Administration, or other related field, or equivalent work experience
            • Project Management Professional (PMP) certification desired but not required.

              Qualifications:
              MINIMUM ENTRANCE REQUIREMENTS:

              Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

              Substitutions:

              I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

              II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

              III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

              IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
