JOB TITLE: Project ManagerJOB LOCATION: Quincy- HybridWAGE RANGE*: 69/hr.-37.5 hours/weekJobNumber: 23-01099JOB DESCRIPTIONThe Executive Office of Health and Human Service (EOSSH), Medicaid Management Information System (MMIS) program is seeking to hire an IT Project Manager to join our collaborative Medicaid Management Information System (MMIS) team. The IT Project Manager will be responsible for managing projects across various workstreams from operations to technical solutions, instituting standards and compliance, policy development, and audit support. The PM will work closely with internal MMIS business and technical leads, external technical teams, and vendor consultants to ensure that all project requirements, deadlines, and schedules are documented and on track. This person will serve as the primary contact for projects, risk mitigations, policy development, and documenting impediments.The primary work location for this role will be 100 Hancock Street, Quincy MA 02171. The work schedule for this position is Monday - Friday, 9:00 AM - 5:00 PM, with flexibility available and based on operational needs. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.Detailed List of Job Duties and Responsibilities: Responsible for overall coordination, status reporting and stability of project-oriented work effortsDevelop project plans estimating the time, equipment, and staff requirements for current or proposed systems and projects, ensuring all projects are delivered on time within the stipulated scope and budgetLead the initiation, planning and implementation of project(s) and ensure technical feasibility in collaboration with teams.Lead and develop project plans and track to completion managing risks, issues, and constraintsCoordinate with internal and external parties for the flawless execution of projectsManage relationships between internal teams, vendors, and stakeholdersCoordinate with internal and external parties for the execution of projects according to standard SDLC.Define business and technical priorities towards developing project requirements and policiesOversee development of MMIS policies through collaboration with various teams to identify policy needs and creating drafts for leadership approvalManage and monitor systems operations and resources to research, resolve, and track problemsLead activities to support routine operations invoice management, budget tracking, and reportingCoordinate with Business Analysts, SQA, Development, and other teams and peer managers to ensure timely and precise operations and projectsInstitute appropriate controls to manage project scope and track changes through periodic reviews and/or evaluationsPrepare and distribute weekly project status reports on progress against planned, risks, and mitigation strategiesMonitor results against established timelines, deliverables, tasks, and associated technical specifications to mitigate project delay or failurePrepare systems or program documentation including but not limited to, data flow diagrams, flow charts, file layout, input/output documentation, and project narrativesEffectively communicate with business teams, technical staff, and leadership across multiple disciplines to convey technical concepts in simple business termsAdhere to EOHHS project management methodology, policy, and procedures, as well as quality assurance standards.Preferred Knowledge, Skills and Abilities:Five (5) years of experience in IT project management with a capability of managing complex, cross-functional IT projects; experience working in a Project Portfolio Management environment a plusTwo (2) years of related experience in a supervisory capacity managing a small to medium sized team in a large IT enterprise environmentStrong analytical skills, with the ability to independently analyze document findings and recommend solutionsCreative problem-solving and critical thinking skillsExcellent verbal and written communication skills; presentation and policy writing skillsProven experience with Agile and Waterfall Methodologies, with experience in Jira desiredHands-on experience with ORACLE software and databases, SQL, and Oracle SQL Developer * Broad knowledge of analysis and design standardsBroad knowledge of cloud computingAdvanced experience in Microsoft Office (Excel, Word, Visio, PowerPoint, SharePoint and Project)Methodical and detail-orientated to support invoice management, budget tracking, and reportingExceptional time management skills, with the ability to effectively delegate and multi-taskProven conflict management and managerial skills; decision-making and negotiation skillsStrong interpersonal, presentation skills, and documentation skills* Ability to collaboratively work with technical and non-technical staff, as well as upper managementStrong ability to follow through on tasks to completionEducation and Certifications: Bachelor's Degree in Information Systems, Computer Science, Business Administration, or other related field, or equivalent work experienceProject Management Professional (PMP) Certificate a plusEqual Opportunity Employer Veterans/Disabled* While an hourly range is posted for this position, an eventual hourly rate is determined by a comprehensive salary analysis which considers multiple factors including but not limited to: job-related knowledge, skills and qualifications, education and experience as compared to others in the organization doing substantially similar work, if applicable, and market and business considerations.
