_*About the Organization:*_ The Executive Office of Health and Human Services (EOHHS) is the largest secretariat in state government and is comprised of 12 agencies. EOHHS's efforts are focused on the health, resilience, and independence of residents of the Commonwealth. MassHealth (MH) administers the Commonweath's Medicaid and Children's Health Insurance Program (CHIP) programs, providing full or partial health insurance coverage to over 1.8 million residents. _*About the Role:*_ The MassHealth Data Warehouse (DW) ingests, stores and transforms relevant data from health plans, state & federal agencies, and other key data sources. This data is made available for enterprise consumption by key internal customers for policymaking decisions and other regulatory needs. Functions of the Warehouse include EDI, business analysis, data quality, data transformation, reporting, project management, and business intelligence. Reporting to the Data Warehouse Director, the Deputy Director will play a critical role in the day-to-day operations as well as the transformational and strategic goals of the Data Warehouse teams. The Deputy Director will have the opportunity to translate strategic goals into technical solutions and work with the team to implement them. The Deputy Director will play an important role as a change agent in MassHealth's enterprise modernization. This includes migrating to Cloud Service providers and taking advantage of advancements in enterprise data tools, such as visual analytics, data cataloging & knowledge management, automation, and machine learning. The Data Warehouse must be ready to adapt to changing public health and policy needs, such as assisting state agencies in responding to the COVID-19 pandemic. While the Deputy Director will not have developer responsibilities, they will play a key role in supporting & planning development activities, and should have an understanding of data integration, data warehousing, knowledge management, and reporting concepts. *Responsibilities* * Partner with MassHealth leadership to define immediate, short, and long-term analytical and technology needs * Formulate actionable plans to ensure technical capabilities meet business objectives, including playing a key leadership role in the Commonwealth's transition to cloud technologies and modern data & analytics tools * Play active and engaged role in managing prioritization and planning activities with technical leads and MassHealth leadership * Oversee software development life cycle, including project intake, sizing & scoping, requirements analysis, prioritization, capacity management, assignment, development, testing, and release management * Contribute to MH Data and Analytics thought leadership, assisting in identifying emerging products, technologies, and methodologies to help further MassHealth's mission * Act as key liaison to other state agencies, including IT services, sister agencies, and customers of MH DW deliverables and systems * Serve as escalation point for DW team, guiding needs to resolution on topics of technology, personnel, and process * Manage vendor and contractor relationships, including selection, negotiation, & on-going oversight * Develop and help execute staff development plans to ensure team skillset is growing and relevant to available technology & processes *_Required Skills, Knowledge & Abilities_* * Ability to foster strong positive relationships with executive and senior leaders in MassHealth and EOHHS * 5 years delivering or supporting technical solutions, particularly data & reporting * 3 years industry experience, such as health plans, health providers, public health, or health technology * Bachelor's degree or equivalent experience * Excellent verbal and written communication skills * Strong administrative skills, including the ability to record accurate and meaningful minutes, update project artifacts, and effectively disseminate information to a large team * Ability to translate key communications and needs between technical and business resources *_Preferred Skills, Knowledge & Abilities_* * Medicaid related experience a plus * Demonstrated success managing simultaneous deliverables for multiple stakeholders * Working knowledge of health care data transmission standards, (such as 834, 837, FHIR, etc.) and/or subject areas (enrollment, encounters & claims, quality measurement, revenue reconciliation, etc.) * Meaningful contributions to successful change management activities * Ability to manipulate data and derive insights, using tools such as SQL or Tableau * Experience forecasting development resources * Experience in data warehousing concepts, such as data modeling, change data capture, data exposure through analytical and reporting layers, and enterprise architecture * Experience taking user feedback and business needs and translating them into actionable requirements * Experience with user provisioning or access management * Expertise in SDLC & project management methodologies, such as waterfall or agile development * *Familiarity with Specific Technologies a Plus:* o *Cloud Services*(such as Amazon Web Services & Azure) o *Data Integration & Transformation*(such as Informatica Cloud & Powercenter, Talend, SSIS) o *Databases*(Relational, such as Oracle, MS SQL Server, Teradata, Snowflake, and/or non-relational, such as MongoDB or DynamoDB) o *Business Intelligence Tools*(such as Tableau, PowerBI, Cognos, SAAS) o *Data Virtualization*(Such as Denodo, Dremio, or Presto) *_Pre-Offer Process:_* A criminal background check will be completed on the recommended candidate as required by the regulations set forth by the Executive Office of Health and Human Services prior to the candidate being hired.
