About the Role:

The Massachusetts Executive Oce of Health and Human Services (EOHHS) is seeking to hire a motivated Business/Data Analyst (BA) that will be part of the Master Data Management (MDM) Team.

The Business/Data Analyst (BA) will act as a business liaison between the application owners, users, and the MDM Development team to proactively identify, develop, and drive short-term and long-term application strategies. The BA will be responsible for managing and supporting expectations of the business stakeholders and will also serve as a technical expert and work closely with business users and the MDM Project Manager to analyze complex business problems, interpret, and translate business rules and requirements to be solved with new or current automated systems. The BA will assist and participate in all phases of the Software Development Lifecycle (SDLC), clearly dening and documenting system update recommendations and requirements in accordance with applicable standards, related methodology procedures, and adhering to system security requirements such as HIPAA.

The primary work location for this role will be at 100 Hancock Street Quincy, Massachusetts 02171. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM EST.


  • Assist in the development of system requirements for application systems
  • Meet with users to define information requirements and rules governing it
  • Complete detailed data and reporting requirements
  • Assist developers in data mapping and in creating data models
  • Conduct System QA processes
  • Compile all system and technical documentation
  • Write requirements and test plans
  • Create detailed use cases
  • Support development of end-user training materials and end-user documentation
  • Prepare and deliver presentations for training and as required by Project Manager
  • Provide operations support
  • Participate in product deployment
  • Participate throughout the project life cycle, from planning to implementation, with emphasis on business requirements from the business community in the development and roll-out of multiple builds of the applications
  • Understand of the Data in the MDM, and a SME on trends and statistics of agency participation
  • Use PL/SQL scripts to investigate, and proactively discover potential data integrity issues, and to enhance knowledge about the overall matching trends, and data quality in the MDM hub
  • Resolve any False Positive, False Negative, Overlay, or any custom task created in the Inspector tool
  • Work with the MDM Program Manager, data governance and the MDM team, participating in all phases of the project life cycle including business requirements gathering and documenting, definition, design, development, testing and deployment following the Unified Process
  • Facilitate interview and group sessions to obtain business requirements
  • Gather detailed business and technical requirements and participate in the definitions of business rules and data standards. Prepare gap analysis deliverables, process flow diagrams as needed
  • Participate in business systems planning for integrated analytic needs. Participate in defining approaches and priorities for satisfying needs
  • Perform research and create deliverables as required by Program Manager

Preferred Knowledge, Skills & Abilities:

  • Demonstrated experience and knowledge in some the following technologies:

Microsoft Office (Particularly Word, Excel, Access & Powerpoint)

PL/SQL and SQL Developer

MDM Inspector

  • Minimum 5 years' experience working as an business analyst lead for development projects
  • Demonstrated knowledge of application architecture and design best practices
  • Demonstrated knowledge of formal software development life cycle methodologies
  • Strong analytical skills with knowledge of data analysis and master data management concepts and techniques
  • Proven interpersonal skills and ability to communicate effectively across all parts of the organization
  • Ability to work individually or as part of a team and develop relationships within the team and across the business
  • Ability to analyze business problems and issues in order to identify develop solutions
  • Sound problem resolution, judgment and decision-making

Education and Certication:

Associates/Bachelor's Degree in computer science, Information Systems, Business Administration or other related eld, or equivalent work experience. Prior Government or healthcare experience preferred.
