The Commonwealth of MA - Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. EOHHS services directly touches more than 1 in 4 residents in the Commonwealth. Within EOHHS, MassHealth (MH) administers the Medicaid program - Medicaid Management Information System (MMIS) and Eligibility system - Health Information Exchange (HIX) in Massachusetts. These applications provide critical support for access to health care for most of Massachusetts' most vulnerable individuals such as adults, children, youth, and elders. MH IT team is seeking to hire a full time Senior BA that will be part of the MMIS Managed Care / Member teams. The Senior BA will serve as the business liaison between the business community and the system developers to ensure that the MMIS system changes function correctly, meet the policy requirements and confirm to all the applicable federal and state regulations. He/She should be well versed in health plan management, operational concepts, and the systems development lifecycle. He/She must have sufficient knowledge of the entire scope of the health care domain to ensure that the development and testing work within their functional area is compatible with MMIS system. The Senior BA will be called upon in all phases of the project including gap analysis, requirements gathering, design, development activities, testing, implementation, documentation, and stabilization. He/She will be expected to work independently and/or as part of a team with multiple business stakeholders so excellent communication and documentation skills is a requirement for this job. Preference will be given to candidates with experience with Medicaid systems such as claims, eligibility, enrollment, and an overall knowledge of the Medicaid program. This position will be reporting to the MMIS Benefit Systems Manager. Please note that this is NOT a project management/coordinator role. Expectation is that the successful candidate should be able to demonstrate business analytical skills. Responsibilities: Lead and participate in joint policy / application design sessions with stakeholders. Develop test strategies, scenarios and cases based on approved requirements. Execute / Review test runs and sign off on testing components. Document requirements and lead the design, development, and testing meetings. Support the development of end-user training materials and end-user documentation where required. Possible oversight role during the stabilization phase of each release including the monitoring of system change execution, the development of system fix strategies and the close monitoring of the implementation of those strategies. Work with vendor(s) to ensure business requirements are fully understood, developed, and tested. Communicate updates and changes to the impacted stakeholders. Support program staff, vendors, and other stakeholders with MMIS related questions or concerns. Provide back up to other business analysts as needed. Data query and analysis. Other duties as assigned. Preferred Qualifications: Bachelor's degree or higher in Business, IT or Healthcare administration with minimum 5+ years' experience, or equivalent in healthcare administration setting Proficient in business analysis to support all stages of software development life cycle. Ability to write clearly and concisely, and to communicate effectively and interact professionally with a diverse group including users, peers, managers, and subject matter experts. Strong analytical and project management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. Competency in HIPAA 270/271, 820 and 834 and payment transaction processing. Strong data analysis skills- SQL proficient. Ability to work both independently and collaboratively. Ability to manage time, to set priorities, and to work under time constraints.
