SENIOR ENTERPRISE ARCHITECT
Executive Office of Technology Services and Security (EOTSS): The
Executive Office of Technology Services and Security (EOTSS) is the
state's lead office for information technology. We provide
enterprise level information technology services including network
management and security; computer operations; application hosting;
desktop provisioning and management; and modern and responsive
digital services to 40,000 internal stakeholders plus the
residents, business owners and visitors to the Commonwealth of
Massachusetts. Executive Office of Health and Human Services
(EOHHS): The Executive Office of Health and Human Services is the
largest secretariat in state government and is comprised of 12
agencies, in addition to 2 soldiers' homes and the MassHealth
program. Our efforts are focused on the health, resilience, and
independence of the one in four residents of the Commonwealth we
serve. Our public health programs touch every community in the
Commonwealth. MassHealth: MassHealth, the Executive Office of
Health and Human Services, that administers the Medicaid program in
Massachusetts, is looking to hire a MMIS Senior Cloud Architect to
support the migration of the Massachusetts Medicaid Management
Information System ( "MMIS") to the cloud.
POSITION SUMMARY:
This position will report to the MMIS Director and will serve as
the Enterprise Architect for MassHealth's MMIS Cloud Migration
efforts. As an Enterprise Architect for the highly visible MMIS
modernization strategic efforts to achieve MassHealth's' MMIS
vision, the ideal candidate will have working knowledge in
architecting Medicaid applications utilizing cloud (SaaS, PaaS,
IaaS, Micro/Macro Services) technologies. Technology design and
implementation experience in a healthcare setting with working
knowledge in Medicaid Technologies is required. Experience working
in government or with governmental agencies is highly
desirable.
DETAILED LIST OF ROLE AND RESPONSIBILITIES:
- Responsible for providing technology leadership, guidance and
mentoring for MMIS whether it is hosted on-prem or the
cloud
- Develop technical architecture solutions spanning across
business policies, systems, hardware, operating systems,
applications and networking environments and platforms.
- Collect and analyze business and technical requirements and
translate them into information technology solutions. Detail and
document the logical and physical designs as per the EOHHS and
EOTSS methodologies, policies, standards, and patterns. 2 of 2

- Collaborate with the EOTSS/EOHHS Cloud Architecture Team to
assist in defining and managing standards, guidelines, and
processes for infrastructure technology and software
development.
- Lead or participate in writing of RFx (request for proposal,
quotation, etc.) and SOW (statement of work) for infrastructure
solutions and in contract and cost negotiations with vendors for
SaaS solutions, infrastructure hardware, software, and professional
services.
- Collaborate with Business Functional Leads, Enterprise
Infrastructure, and 3rd parties to define, design implement secure,
scalable, extensible, and cost-effective solutions in alignment
with business strategy and objectives.
- Work in a matrixed environment with infrastructure and
applications teams, data warehouse architects, security architects,
and strategic partners to create an architecture accommodating the
business strategy.
- Have working knowledge of systems design using Oracle Suite,
BPM and Rules Engine.
- Provide the best feasible solutions for new web applications
and web services according to specifications and within agreed upon
time frame.
- Identify and manage technology, architecture and infrastructure
risks and lead in developing and implementing appropriate risk
mitigation strategies.

- Other duties as assigned SKILLS: - Thorough understanding of
modern enterprise architecture and hands-on experience with
Enterprise Application frameworks.
- Excellent knowledge of cloud computing technologies and current
computing trends.
- Skilled at translating business strategy and project portfolio
into short and long-term architectural plans, detailed
requirements, and models.
- Hands-on expertise designing and developing cloud-native
applications and migrating existing mission-critical enterprise
applications to the commercial cloud, preferably AWS.
- Have working knowledge of Risk Management, Disaster Recovery,
Business Continuity, IT Security Architecture, and IT Regulatory
Compliance.
- Able to rapidly comprehend the functions and capabilities of
new technologies and apply them to improve services or address
issues.
- Able to create estimates of the time and resource requirements
for different activities, prioritize activities and determine which
activities can be completed in parallel and in sequence.
- Able to handle the most complex issues and possess analytical
and problem-solving skills.
- Strong written and verbal communication skills, including the
ability to facilitate meetings, conduct presentations and
effectively lead discussions.
- Experience in Health care domain is preferred.
- Experience in government or with government agencies
is

QUALIFICATIONS: (Experience and Education)
- Bachelor's degree or higher in Information Systems, IT with 10+
years' experience, or equivalent in healthcare administration
setting
